Law on Higher Education passed
On June 18, 2012, under the chairmanship of Vice Chairperson Tong Thi Phong, the National Assembly of Vietnam (NA) voted on passing the Law on Higher Education.

Formerly, the National Assembly listened to H.E.Mr. Dao Trong Thi -  NA Standing Committee member, Chairman of the NA Committee for Culture, Education, Youth and Children presenting a report on receiving and explaining the ideas of the NA delegates about the draft Law on Higher Education.
The National Assembly voted to pass some contents of the draft, including Application objects, National Universities, Stratification of higher education institutions.
The legal status of The National Universities is defined at Article 8, Chapter I of the Law on Higher Education, as follows:
1. The National Universities are comprehensive, multi-disciplinary and high quality training and research centers that receive the prioritized investment for development from the State.
2. The National Universities are entitled to take initiative in their activities concerning training, scientific and technological research, finance, international relations and organizational structure. The National Universities are subject to State management by Ministry of Education and Training as well as other ministries and branches, and the People’s Committees where they are located, within the scope of their respective functions as prescribed by the Government and in accordance with the law provisions.
The National Universities work directly with ministries, ministerial-level agencies, government agencies, as well as the people’s committees of the provinces and cities directly under the central government in dealing with the related problems. When necessary, Presidents of National Universities can report to the Prime Minister on the issues related to their universities’ development and activities.
3. Chairmen of the National Universities Councils, Presidents and Vice Presidents of the National Universities are appointed and dismissed by the Prime Minister.
4. The Government has specific regulations on functions, missions, and authority of the National Universities.
