The 2017 Vietnam Annual Economic Report: Accelerating reforms towards a facilitating State
On June 16, 2017, Vietnam Centre for Economic and Policy Research (VEPR) – VNU University of Economics and Business, held a conference to launch the 2017 Vietnam Annual Economic Report entitled “Accelerating reforms towards a facilitating State”.

The 2017 Vietnam Annual Economic Report was composed in the context of an economic slowdown. In this context, the promulgation of Central Resolution 5 (June, 2017) on major economic issues, posing the central task of institutional reform, improvement of business environment; facilitating businesses, especially private ones. In addition, the market and investors are also awaiting the determination and ability of the Government to commit to building a facilitating government of integrity, service and action. Therefore, this year's Report focuses on the issues related to institutional reform aimed towards a facilitating state.

The 2017 Vietnam Annual Economic Report  comprises 8 chapters and an appendix:

Chapter 1: The 2016 World Economic overview;

Chapter 2: The 2016 Vietnam Economic overview;

Chapter 3: Institutional reform for building a facilitating state in Vietnam;

Chapter 4: Protection of property rights of individuals and organizations for natural resources used in agricultural production;

Chapter 5: International economic integration and the need of institutional innovation: The case of investment policy in Vietnam - EU FTA;

Chapter 6: The rise of the middle class and policy transition in Vietnam;

Chapter 7: The role of the nonprofit organizations in improving local institutional quality;

Chapter 8: Vietnam economic outlook 2017 and policy recommendations.

The Report provides two scenarios for forecasting Vietnam's micro-economy in 2017. Under the scenario for 6.7 per cent growth, inflation would be 3.2 per cent, posing problems to sustainable growth. The second scenario is for economic growth of about 6.37 per cent with inflation at 2.35 per cent.

At the conference, various opinions were shared and frankly addressed. The 2017 Vietnam Annual Economic Report is to be finalized, and expected to be released in September 2017.
