- Systematizing fully, clearly and specifically basic theories of investment and development from the State budget;
- Synthesizing and clarifying theoretical bases on the efficiency of investment and development from State budget;
- Analyzing, evaluating and commenting in order to develop practical bases on investment and development from State budget;
- Suggesting a system of norms and methods to evaluate the efficiency of investment and development from State budget in respect of both quantity and quality at micro and macro-assessment level in the transition economy.
- On the basis of the evaluation norm and method system of the efficiency of investment and development from State budget developed and applied for analysis and assessment of actual efficiency of investment and development from the State budget in Vietnam in the period of 2005-2010; listing the causes limiting the efficiency of investment and development from State budget in Vietnam.
- Suggesting a system of solutions and proposals for enhancing the efficiency of investment and development from State budget in Vietnam in the period of 2011-2020 in the condition of transition economy and international integration of Vietnam with the purpose of national industrialization and modernization.
