11. Summary of the latest conclusion of the thesis:

The thesis has described about the successfully process of Dien Bien Provincial Communist Party Committee in leading to build the key cadres contingent at with many important achievements. In which, the core party staff have shown a strong political will, consistent with the goals and ideals of national independence and socialism, dynamic, creative, observant and implement all the Party guidelines and policies as well as the laws of State; hence, they have contributed to the changing in socio-economic development, maintaining political stability, speeding up the industrialization and modernization process. However, the thesis also has illustrated some disadvantages coming from some provincial cadres which were inadequate parts, qualities and capacities in Dien Bien province. The key cadres are numerous but not strong enough; besides, there are several signs of patchwork, shortages and limited capacity, could not satisfy the requirements of socio-economic development in province.

Based on the process of Dien Bien Provincial Communist Party Committee in leading to build key cadres contingent from 2004 to 2011, the thesis has clarified some historical experiences: 1, Dien Bien Communist Provincial Party Committee always has clear vision in defining the strategic objectives for founding the provincial key cadres; 2, In implementation, the steps contents in building  the key cadres of province have often been renovated; 3, The provincial Party regularly studies, reviews and  draws experiences in establishing the key staff and promotes  the learning experiences from some localities nationwide; 4, Dien Bien Provincial Communist Party Committee specialty commits a great deal of attention to the development of cadres contingent in charge of organizing staff with “Mind” and “Vision” as well as adopts specific policies in cadre work.

12. Applicability in reality:

The thesis has important implications in building the key cadres contingent at provincial level of Dien Bien from 2004 to 2011. At the same time, it also has practical value in the applying process in building the key staff activity at provincial level in the recent years to achieve higher results, directly contributing to successfully promote the Dien Bien’s industrialization and modernization as well as achieve comprehensive victory and becoming the mountainous province developed.

13. Further research directions: In future, I will continue to study the Party's policies in building the key cadres contingent and the way Dien Bien Provincial Communist Party Committee  apply policies in building cadres into practice.
