11. Summary of new research results:

Theoretical contributions:

- Firstly, the dissertation adds research on the capacity and leadership capacity of management personnel in the public administration. It specifically builds a system of components that makes up the leadership capacity of the public sector managing personnel.

- Secondly, the dissertation contributes to the developing the capacity and labor force assessment criteria for the management of the public administration as a basis for developing the workforce.

- Thirdly, the paper also provides with approaches to build a system of theoretical basis to develop the management personnel labor force in the public sector.

Practical contributions:

- The dissertation draws an overall picture by analyzing the status quo of the development of  labor force in general and management personnel labor force in particular in the public administrative sector in Ha Giang province over time.

- It also points out the constraints and reasons behind the development of management labor force in the public administrative sector in this province.

- The dissertation gives its value by proposing solutions to developing the labor force of management personnel in the public administration in Ha Giang province in the coming time.

12. Practical applicability (if available):

The results of the study on labor force and the development of the labor force will be useful sources for policy makers in general and those from central to local levels in the public sector in particular. The perspective on the nature of labor force and the development of labor force helps the policy development process of leadership development for management staff of Ha Giang province now and in the future.

13. Further study suggestions:

Based on the results of the thesis, the author wishes to further study the relationship between leadership competencies and the socio-economic development indicators of the province, PAPI, and PCI, thereby determining the weight of each group of leadership competencies or each competency that has an impact on the aforementioned indicators. The results from this in-depth study will help the author to make recommendations for local reference in the policy-making process of managerial staff development at each stage.
