11. Summary of the new findings of the thesis

- The thesis has clearly identified the urgency, clearly defined the purpose, task, object and scope of the research. The thesis objectively reflects new contributions, consistent with research results.

- The overview of the thesis has systematized research works of foreign authors and research works of domestic authors, generalized the research results from the works related to the thesis topic; clearly identify issues that the thesis needs to focus on for resolving.

- The thesis has raised the impact on the leadership process of the Hung Yen Provincial Public Security Party Organization in building the public security force through two phases (1997-2005) and (2005-2015).

- Based on the sources of documents and resolutions of the Hung Yen Provincial Public Security Party Organization, the thesis has pointed out the direction, objectives, tasks and solutions of the Party Organization on building the force in Hung Yen Province  through two phases (1997-2005) and (2005-2015).

- The thesis has presented and explained the system of great views and ideas of the Party, the Central Public Security Party Committee, leaders of Ministry of Public Security and Hung Yen Provincial Party Committee on building public security forces on major aspects. In particular, it has succeeded in analyzing and evaluating the leadership and direction of the Provincial Public Security Party Organization in thoroughly grasping and implementing the directing points of the higher level on building the force in provincial level through 2 historical periods: 1997-2005, especially in the period 2005-2015. Although each stage has its own requirements for building public security forces, so there are different directions, but it focuses mainly on the directions: Political-ideological construction; Building organizations and training officials; Training and retraining of officials; Policy and logistics - technical work; Internal political protection; Construction of the party and unions. Basically, the directions stated in the thesis are presented in a multi-dimensional interpretation with quite vivid evidence.

- The Doctoral candidate has evaluated the advantages, limitations and explanation of the limited causes in the leadership of the Hung Yen Provincial Public Security Party Organization in building the force in 1997-2015. In addition, the thesis has given 5 valuable experiences for reference to the local Public Security Party Organizations as well as other localities with many similarities in the construction of the public security force in the current period.

- Documents on the Hung Yen Provincial Public Security Party Organization leadership in building the public security force  in the period of 1997-2015 in the content, appendix and list of references of the thesis are necessary for studying the history of Hung Yen Provincial Party Organization and Public Security Party Organization during the renovation period as well as for other follow-up studies related to building the public security force in Hung Yen province in particular, and for the northern delta provinces in general.

12. Practical applicability, if any: it is possible the thesis to be published as a book "History of building the public security force of the Hung Yen Provincial Public Security Party Organization from 1997 to 2015", to be  teaching materials at training classes for Hung Yen public security officers and soldiers on Party work or force building.

13. Further research directions, if any: The thesis can continue to study in the direction of expanding the scope of research such as: the Central Public Security Party Organization leadership in building forces from 2000 to 2018; or prolonging the study period such as: Hung Yen Provincial Public Security Party Organization leads the construction of the Public security force from 1997 to 2018.
