Representatives of Ministries, Departments, Sectors, Localities, Businesses, Universities, Research Institutes, Foreign Embassies and International Organizations in Vietnam also attended the anniversary.
 In the welcoming speech , President of VNU Phùng Xuân Nhạ expressed his profound gratitude to the leadership of the Party, State , Government , the National Assembly , Ministries, Departments, Sectors based in Hanoi, localities, domestic and foreign partners; to late Prof. Nguyễn Văn Đạo - the first president of VNU; to the former presidents Prof. Đào Trọng Thi and Prof. Mai Trọng Nhuận as well as the generations of VNU’s leaders, staffs and students for their enormous contributions of “the foundation laying character” for the construction and development of VNU over the past 20 years . The speech also reviewed the important historical milestones, looked back at the aleady overcome difficulties and challenges and recognized the proud-to-be achievements so as to think and draw the profound lessons of experience, whence it is possible to put forth a new orientation of development for the future of VNU.President Phùng Xuân Nhạ affirmed that on the path of 20 years VNU has traversed, many lessons have been drawn and inherited, in which the most important lessons are the unity, the determination and consistency with the international integration-oriented development goal; the spirit of readiness to face with challenges in a capacity as the vanguard. Besides, VNU has always asserted the high sense of responsibility for society, always paid attention to the human element and are flexible with the advocacy of bold renovation and breakthrough in conformity with the practical situation.
 VNU President also emphasized that in the coming time, VNU’s strategic goal is to be classified among the top 200 universities in Asia by 2015 and striving to reach rhe top 100 advanced universities in Asia by 2020. In the near future, VNU will focus on implementing the following key tasks: Firstly, to perform advanced university governance on the basis of renovating in a fundamental, comprehensive and synchronous way the organization and mechanism of managing the training, scientific and technological activities; secondly, to continue the synchronous development and closely coordinate among natural sciences , social sciences - humanities , technology - and the inter-sectors and inter-disciplinaries; to focus on giving priority to training the highly qualified human resources and to fostering the talents for basic science and for spear-heading technological, economic and social branches; thirdly, to improve the quality and efficiency of the scientific and technological activities, to form a number of strong groups of scientists who are capable of resolving important national issues and creating the scientific and technological research products of international stature; fourthly, to deploy the breakthrough solutions to develop a contingent of the well-qualified scientists and managers, particularly the leading scientists to meet the requirements of an advanced research university; fifthly, to raise the efficiency of cooperation by enhancing the connectivity between the VNU scientists and the training and research institutions, organizations, enterprises and individuals at home and abroad through the joint activities, training cooperation, scientific and technological research, knowledge transferring services ; sixthly, to deploy the reasonable solutions to transform, upgrade, repair, develop, exploit and efficiently use the facilities in Hanoi, and step by step modernize equipment, the learning réource system, thus meeting the requirements of training, scientific research and high -quality services .
Speaking at the ceremony, General Secretary Nguyễn Phú Trọng sent his warm greetings to VNU staffs and students and expressed the joy of a former student returning to VNU.
 The General Secretary assessed: "VNU is the large interdisciplinary - multidisciplinary research and training center in Vietnam, which occupies a particularly important position in the country’s educational system." Over the past 20 years, VNU has constantly striven to gradually establish a leading role in Vietnam's educational system and has an ever higher position in the region and the world, being worthy of the Gold Star Order and many other noble awards bestowed by the Party and State. The General Secretary entrusted VNU with the task : VNU has to strive to act as the core for the university education and scientific and technological research and development system, taking the lead in deploying the effective implementation of the Resolution of the 8th Plenum, 11th tenure, on the fundamental and comprehensive educational and training renovation and the Resolutionof the 6th Plenum, 11th Tenure, on scientific and technological development . In particular, the following issues should be noted :
Firstly, to continue to perfect VNU‘s organizational model in accordance with the modern direction in conformity with international standards and Vietnam’s condition. To continue to deploy the multisectoral, multidisciplinary structure; to focus on leading and giving guidance to raise quality, effectiveness and professionalism in the university governance; to bring into full play the role of autonomy and self–responsibility of the university member units.
Secondly, on the training task, VNU has to attach special importance to developing the quality, vision, ability and skill and to increasing job opportunities for learners. To perfect and deploy the Plan on renovating the enrolment in the direction of assessing the substantial capacities of the leaners and improve the input quality. To continue to renovate the curriculum content, the teaching and learning method in the direction of modernity and practicality, to increase more practices, apply knowledge in realities, thus creating an impetus for the learners to take an active part in the process of raising the training quality. To develop and raise the effectiveness of the training programs of talented science bachelors and the “double-major” programs. To build a number of high-quality branches and special training branches with the aim of developing the faculties, the member university and VNU by international standards.
Thirdly, on the research work, it is necessary to be aware and promote to the full the role of VNU as a cradle of the basic scientific research, where “machine tools” are produced, a source of training and supplying the basic scientists for the whole educational-training and scientific and technological system with exclusive characteristics and it is also necessary to have the exclusive, suitable mechanism.
Based on the reality, VNU should study and make the proposal with the Party Central Committee and the Government about the specific solutions, mechanism and policies in order to raise the training and research and development quality of social sciences and humanities in the nationwide university system.
On the basis of basic science and social sciences and humanities, it is necessary for VNU to concentrate on developing multi-sciences and key technologies which directly join in solving effectively the issues in the development realities of the country. VNU should satisfactorily complete the task as a vanguard in striving to reach the advanced standards and levels in knowledge and technology of the region and the world, making a practical contribution to bridging the gap in development as compared to the advanced countries.
Fourthly, to continue to boost and raise further the effectiveness of international cooperation and communication activities just to serve the training and scientific research activities. To consolidate and raise the quality of services of the libraries, the information centres, the publishers and the scientific journals with publications and works of high scientific values. To enhance cooperation with prestigious foreign partners in deploying the training plans, projects and programs as well as enhancing the cultural exchanges and international academy.
Fifthly, to fulfill all the above-said targets and tasks, it’s necessary to build a democratic, friendly, cooperative and reliable working environment as a basis to nurture and promote renovation, creativity, free learning, unity, consensus, discipline and rule. To pay attention to investing and developing the contingent of employees and officials with good quality and morality and high professionalism, thus meeting the requirements of development to become the research university. To attach importance to developing the contingent of leading officials and managerial officials with the advanced thinking, method and skill of university governance and the communicative skill; to give priority to building the contingent of lecturers who are the scientists with high professional level, creative abilities, good teching methods and capacity of organizing scientific researches. To have specific solutions to attract well-qualified scientists and officials at home and abroad, at the same time to have good treatment policy for officials of high level; to encourage officials to work with the high sense of responsibilities and fulfill satisfactorily their tasks.
In conlusion, General Secretary Nguyễn Phú Trọng expressed his confidence in and hope of the VNU’s future of development: “I hope and believe that VNU will become the beautiful symbol of Vietnam’s spirit, mind and cultural quintescence”.
Also during the anniversary, VNU President Phùng Xuân Nhạ presented General Secretary Nguyễn Phú Trọng with the commemorative medal ‘For the cause of VNU’s development’
