Finalizing the organizational structure of Vietnam National University, Hanoi

In October 2020, the Prime Minister signed Decision 1666/QĐ-TTg on the establishment of VNU University of Medicine and Pharmacy on the basis of upgrading its School of Medicine and Pharmacy. This is the 8th member university of VNU. The Prime Minister's decision to establish VNU University of Medicine and Pharmacy is the realization of the Medicine and Pharmacy training tradition of Indochina University - the predecessor of VNU, and also to finalize the model of a multidisciplinary and multi-sectoral university in line with the common trend of advanced higher education institutions worldwide. As planned, VNU University of Medicine and Pharmacy will develop in the direction of advanced research in the region’s medical field; train and provide highly-qualified human resources, high quality scientific and healthcare products; transfer technology to meet the requirements of the country’s socio-economic development; gradually approach international standards to improve the competitiveness of Vietnam’s medicine and pharmacy; and actively integrate internationally in the field of health science. Previously, VNU had also developed and submitted the project on upgrading VNU School of Law to VNU University of Law to the Prime Minister for consideration and approval. At the 3rd Session of VNU’s Party Committee for the 2020 - 2025 term, a plan on piloting VNU-affiliated schools was already approved.

Developing decrees and regulations on the organization and operation of the National University in accordance with the amendments to the Law on Higher Education

Awaiting the issuance of a new Decree on the national university, VNU President requested the Office, Functional Departments and the member units to i) Review, adjust, supplement or issue new urgent internal management documents in compliance with the revised Higher Education Law; ii) Review the implementation of the units’ urgent tasks, ensuring proper management decentralization and autonomy as specified in the revised Higher Education Law (but not included in the provisions of the current Decree and Regulations on VNU) and submit the review’s recommendations to VNU for consideration and approval. Up to now, there have been a number of proposals mainly requesting for direction and guidance on the implementation of the following 04 main issues: i) Establishment of affiliates of member universities; ii) Establishment of affiliates of VNU; iii) Mechanisms for academia, training, finance… of the member units; iv) Establishment of businesses under the member units. To date, after reviewing the existing management and administration documents against the new Decree and Regulations on VNU, VNU has issued a number of management documents on personnel management, namely: i) Guidance on developing scientific staff holding professor titles; ii) Decision to modify a number of contents of the Regulations on appointment, reappointment, mobilization, transfer, resignation, dismissal and leadership position allowance, responsibility allowance for management staff and officials in VNU; iii) Guidance on working life extension and retirement benefits; iv) Guidance on the implementation of Circular 20/TT-BGDĐT on the working regime of lecturers at higher education institutions.
