Positive changes to the VNU Hoa Lac Campus Construction Investment project in 2020

The year 2020 has brought about a number of positive changes to the VNU Hoa Lac Campus Construction Investment project. On July 1st, 2020, the World Bank approved $125.18 million credit for the VNU Subproject. VNU will use this credit to invest in constructing three areas with a total land area of 37.5 hectares out of a total of 1,000 hectares of the campus, including: 18 1-storey to 8-storey buildings for classrooms, offices, libraries, laboratories, sports and experimental centers; two wastewater treatment stations, internal yard and roads and drainage system.

1. Site clearance and resettlement

- Site clearance compensation and support has gone through many stages with different policies during the transition from former Ha Tay to Hanoi. Up to now, VNU has implemented site clearance of 729.39/1,000.08 hectares under planning (accounting for 72.9%)and 148.06/225.60 hectares beyond planning (accounting for 65.6%);

- Started in 2007, to date, Hoa Lac resettlement project has almost completed work on ground leveling, stone embankment, water drainage, internal roads in Sub-zone B.C and part of Sub-zone B.A within an area of 35/113.7 hectares.

2. The investment preparation

- Completion of the report to the Prime Minister reviewing the master plan of VNU Hoa Lac Construction Investment project; completion of the core adjustment to the zoning plan of 1/2000 scale and detailed construction plan of 1/500 scale for a number of prioritized investment component projects;

- The Prime Minister’s approval of the pre-feasibility study report on an investment project using the World Bank loans to invest in the construction of urgent essential works, including Phase 1 of VNU University of Engineering and Technology; VNU Administration building and main library; the 22.9-hectare zone for institutes and research centres;

- The Prime Minister’s approval of VNU as the investment decision maker of the North of Dormitory 4 project in the form of public private partnership;

- VNU’s preparation for a pre-feasibility report and a master plan of 1/500 scale for the construction of VNU Vietnam – Japan University using Japanese ODA loans.

3. Project investment implementation

- Up to now, 8 frame infrastructure roads, 4 canals and a 110kV transformer have been built;

- Dormitory 4 has been upgraded and put into use as a centre for national defence and security education for 2,000 students; Public Service Building 1 has been turned into VNU's Conference Centre in Hoa Lac;

- Building HT1 in Zone 4 under VNU HUS construction investment project has been completed. The entire Zone 4 project is expected to be completed in the second quarter of 2021 to welcome 4,000 students to Hoa Lac new campus to study and research.
