About reasoning

Private policy for ethnic minority students is one of the key measures to ensure social justice in education. In the processes of a policy, perfection is a rule. With the change of the socio - economic context, the beneficiaries of the policy, the policy approach, the impact of the policy also changes. The policy can only be finalized on the basis of impact assessments, studies on changes in socio - economic development conditions in the region, needs and aspirations of the beneficiary groups.

The thesis systematizes the theoretical issues related to the improvement of the policy towards ethnic minority pupils, the theoretical framework assesses the impact of policy improvement on ethnic minority pupils.

Practical

Evaluate the impact of policy improvement; reality of the policy process for ethnic minority pupils, the thesis proposes some solutions to improve policies for ethnic minority pupils in the context of Educational Innovation: 1. Perfecting the direct support policy for ethnic minority pupils: (i) Completing policies to support to minimize difficulties because of family circumstances; (ii) Completing policies to support to minimize difficulties because of residing in residence areas; (iii) Effectively implement policies to support Vietnamese strengthening; (iv) Effectively implement policies to support physical development; (v) Effective implementation of the preservation and promotion of national culture; (vi) Effectively implement policies to support gender equality; (vii) Effectively implement the policy of channeling, vocational guidance and vocational training; (viii) Organizing to effectively implement the policy of universal education, illiteracy eradication; (ix) Improving policies to increase access to high quality education and training; (x) Completing policies to support 16 ethnic groups pupils with a population of less than 10,000 people, migrating ethnic minority pupils . 2. Completing indirect support policies for ethnic minority pupils in the context of education reform: (i) Implementing the effectiveness of investment in developing general education facilities in ethnic minority areas; (ii) Completing policies to develop managers, teachers and general education staff in ethnic minority areas. 3. Good implementation of policy processes for ethnic minority pupils in the context of education reform: (i) Improve the quality of construction and management of statistical information as a basis for identify policy issues; (ii) Develop and adopt policies suitable to beneficiary, ethnic minority areas; (iii) Coordinate, decentralize appropriately and effectively in organizing the implementation of policies; (iv) Improve the quality of policy assessment; (v) Consolidate, maintain and improve policies in a timely and effective manner.
