11. Summary of the new findings of the thesis:

- Providing a relatively complete documentation system to serve the study on universal education in Quang Ninh Province in particular and Vietnam in general;

- Clarifying the factors affecting the leadership of universal education development by the Party Committee of Quang Ninh Province from 1996 to 2015;

- Describing and restoring relatively fully the leadership of Quang Ninh Provincial Party Committee on the universal education as well as the picture of universal education in Quang Ninh Province, thereby enriching the historical knowledge about activities of the Provincial Party Committee together with the universal education of Quang Ninh Province;

- Initially summarizing the historical practice, affirming the advantages, limitations and drawing the historical experiences from the leadership of universal education development by the Party Committee of Quang Ninh Province from 1996 to 2015 in order to apply them in leading the universal education development for the whole Vietnam as well as in Quang Ninh Province in the coming years.

12. Practical applicability, if any:

- The thesis provides readers with a rich, systematic references about the process of the Quang Ninh Provincial Party's leadership to improve the universal education from 1996 to 2015.

- The research results of the thesis can be used as a reference for researching and teaching the history of the local Party Committee in general, the history of the Party Committee of Quang Ninh province in particular as well as the history of universal education in Quang Ninh province.
