- In the immediate future, VNU is going to work closely with the locality to complete the site clearance and the B.C zone’s technical and social infrastructure under the Northern zone resettlement project, ensuring relocation of 500 households; continue to implement the technical infrastructure project, creating favourable infrastructure conditions to invest in the construction of the remaining component projects;

- To approve the feasibility study report on a construction project funded by ODA loans; sign loan agreements; start the construction of VNU Vietnam - Japan University and other constructions under the World Bank loans projects in 2021 and complete them in 2025 to facilitate investments in other component projects in Hoa Lac;

- Synchronously implement the construction of VNU Interdisciplinary Research Institutes and Centres compound in Hoa Lac to create a breakthrough in the development of facilities here as well as to eliminate bottlenecks and barriers in facilities in the process of developing VNU into a research and innovation-oriented university;

- Organize the reception and handover of completed works in Zone 4, VNU University of Science Project QGHN-07, VNU National Defence and Security Education Project QG-HN04 and the corresponding technical infrastructure and put them into use; arrange the sending of students to Hoa Lac to study to reduce the facility load for the inner-city campus and create a driving force to speed up the implementation of the project;

- Organize investment promotion forums and seminars to introduce VNU’s priority areas that need cooperation from domestic and foreign individuals and businesses, creating opportunities for establishing relationships with strategic sponsors;

- Work with Hanoi People's Committee to help with procedures for implementing the housing project for VNU's staff and lecturers in Hoa Lac in the form of private investments; at the same time, Hanoi People's Committee will build public facilities to network Hoa Lac Township using the city’s funds (external traffic infrastructure, public transport, sports facilities, ...);

- Complete the investment preparation and start investing in several projects using mobilized private funds.
