General Secretary To Lam and Russian President Vladimir Putin witnessed the signing of a cooperation agreement between VNU and MGIMO (the Russian Federation)
On May 10, 2025, at the Kremlin Palace, in the presence of General Secretary To Lam and Russian President Vladimir Putin, VNU President Prof. Le Quan and President of the Moscow State Institute of International Relations (MGIMO), Prof. Academician Anatoly Torkunov, exchanged the cooperation agreement between the two universities.

The exchange of the cooperation agreement between VNU and MGIMO in the presence of General Secretary To Lam and Russian President Vladimir Putin, demonstrated the two countries’ top leaders’ interest and high expectations for their leading higher education institutions to promote collaboration in education, training, science and technology, and innovation between Vietnam and the Russian Federation.

Under the cooperation agreement, VNU and MGIMO will jointly develop and implement undergraduate, postgraduate, and doctoral training programs; facilitate the exchange of students, staff, faculty members, and researchers. The two universities will also collaborate on applied scientific programs and projects to leverage their respective scientific strengths; co-organize academic conferences and seminars with the participation of young researchers; and enhance educational programs, especially, Executive MBA training.

MGIMO is one of the most prestigious educational institutions in the Russian Federation and globally in International Relations, Law, Economics, and Diplomacy. Established on October 14, 1944, under the auspices of the Soviet Ministry of Foreign Affairs, MGIMO was initially the Faculty of International Relations at Moscow State University before becoming an independent institution in 1946. Over the course of 80 years, MGIMO has earned a reputation as a cradle for training top diplomats, politicians, entrepreneurs, and experts worldwide, particularly in International Relations and Diplomacy, such as President of Kazakhstan Kassym-Jomart Tokayev, President of Azerbaijan Ilham Aliyev, and Russian Foreign Minister Sergey Lavrov.

The cooperation between MGIMO and Vietnam has a long-standing and solid history. For decades, MGIMO has trained hundreds of Vietnamese diplomats, political leaders, and economic experts. Many Vietnamese alumni of MGIMO hold key positions in the government and international organizations. Each year, MGIMO organizes the "Vietnam Day" - a major cultural and academic event that fosters mutual understanding and friendship between Russian and Vietnamese students. This event not only promotes Vietnamese culture but also provides a platform for academic dialogue and exchange between the two nations.

VNU President Le Quan attended the meeting between General Secretary To Lam and Chairman of the State Duma of the Russian Federation Vyacheslav Volodin, as well as the session at the Russian Presidential Academy of National Economy and Public Administration (RANEPA) where General Secretary To Lam delivered a speech

At the Monument of President Ho Chi Minh, VNU President Le Quan and the accompanying delegates laid fresh flowers to express deep gratitude and profound respect for President Ho Chi Minh - a great friend of the Russian people and the founder of the traditional friendship between Vietnam and the Russian Federation
