11. Summary of the new findings of the thesis

- Present a system of research issues regarding differential land rent value in time frames associated with investment activities on land; Implement further research on the first differential land rent value, the second differential land rent value and the absolute land rent of non-agricultural land;

- Present formulas for calculating the value of real estate circulating in the market, clearly separating the factors of first differential land rent value, the second differential land rent value and the absolute land rent. Analyzing and calculating the capitalization of first differential land rent value, the second differential land rent value can issue more appropriate policies on the revenue from land value for the national budget, encourage investment, share benefits reasonably, manage corruption risks and contribute to more unanimous society. When identifying the absolute land rent, it is feasible to propose policies to identify the land rent of the government in accordance with each investment project, as well as properly solve the policies of compensation, support, and resettlement when government land acquisition occurs;

- Present procedures to regulate land rent value, contributing to perfect the land rent regulation policies due to planning, changing land use purposes, investing in real estate and industrial zones; 

- Evaluate the current situations of the land rent regulation due to the planning, change of land use purposes in infrastructure development investment projects, real estates and industrial zone investment projects; Calculate and Test the difference in land rent in a number of projects in Hanoi and Ho Chi Minh City;

- Propose recommendations on land collection policies; benefit sharing between parties; innovate land tax systems, especially the collection of value-added tax from land, contributing to increase the revenues for the state budget while ensuring fairness and encouraging investment.

12. Practical applicability

Theoretical bases and formulas for calculating the value of non-agricultural land rents in time frames will contribute to the more accurate calculation of the capitalization of the first differential land rent value, the second differential land rent value, thus proposing more appropriate policies on revenue from land value to the state budget as well as encouraging investment.  

13. Further research directions

The application of the regulation of land rent values and formulas to calculate the value of real estates circulated on the market in some public investment projects, private investment and a public – private partnership (PPP) to calculate the first differential land rent value and the second differential land rent value which are the bases to divide the benefits of the State, Investors and People to ensure fairness and encourage investment.

The thesis uses the theory of land rent to initially analyze more deeply on non-agricultural land rents in order to propose improvement and innovation of land finance tools, in which attention mainly on land revenues Specialized land value by investment and development brings and manages land prices in line with the market economy. It is necessary to have more studies to apply specifically to each locality, each type of investment project, each economic branch and suitable to each stage of national development.
