11. Summary of the new findings of the thesis:

- The thesis complements and refreshes some theoretical aspects of investment from the state budget for provincial health, clarifying issues about investment from the state budget in provincial health from an economic perspective. political economy; namely: (1) highlighting the content of the concept of investment from the state budget for provincial health, pointing out the role of investment from the state budget in health to overcome disabilities of the market economy; (2) develop a theoretical framework to analyze the content, influencing factors and criteria for evaluating the results of investment activities from the state budget for provincial health.

- The thesis analyzes investment experiences from the state budget at the provincial level and draws lessons for Thanh Hoa province, the most important of which is the lesson on investment from the state budget in order to overcome the limitations of the economy. market economy.

- On the basis of analyzing the current state of investment from the state budget for health in Thanh Hoa province in the period of 2011-2020, the thesis has confirmed some important achievements of Thanh Hoa province and pointed out the limitations of Thanh Hoa province. processing and analysis to determine the cause.
