11. Summary of the new findings of the thesis:

- Theoretically: the thesis clarifies the nature and main contents of the management of financial activities from the point of view of autonomy in public universities, points out the objectives of the management of financial activities according to the autonomy perspective in public universities. The thesis has pointed out the most core issues, serving as a theoretical basis to reflect on practice, thereby evaluating the practice of financial management activities in public universities. This is considered a theoretical framework for universities. to apply and build their own financial management model suitable to the unique conditions of the university in order to bring high educational efficiency.

             - In terms of practice: On the basis of analysis and assessment of the current situation of financial operations management of universities under VNU, Hanoi, The thesis has pointed out the achieved results, limitations and causes, which exist in the management of financial activities of public universities. Based on that, the thesis proposes a system of solutions to improve the efficiency of financial management from the point of view of autonomy to meet the requirements of educational development; in line with the orientation of innovation in financial operations management for public non-business units as well as practical conditions at Vietnamese public universities. The research results will be a good reference not only for universities under VNU, Hanoi but also for public higher education institutions in general across the country.
