Thesis title officially approved in Decision No. 11/QĐ-ĐT of the Chairman of the Pedagogic Department, the Hanoi National Universitydated 12 February, 2004 : "Study a model of the quality management of undergraduate education in people public security universities”.
The Thesis title has been amended to as "The quality management of undergraduate education in institutes, people public security universities” stated in Decision No. 160/QĐ-ĐT of the Chairman of the Pedagogic Department, the Hanoi National University dated 30 December, 2005.
The duration of the research has been extended for 12 months under Decision No.174/QĐ-ĐT of the Chairman of the Pedagogic Department, the Hanoi National University dated 14 December, 2006.

11. Summary of the new findings of the thesis:
To ensure the quality of education is an entire process, depending on various elements including a policy of quality, a plan of quality, quality management. Depriving from the characteristics of the educational system in public security universities that education is integrated with the use, title, and qualifications of public security officials from central to local organisations, quality of education products is the quality of the whole process from a short-listing (outside universities) to selecting students into universities, educating in universities (in universities) and to manage products of the education (outside universities). Thus, quality of education products in public security is an overall process including a coordinating process between central, local units and education units, regulatory body at the ministerial level and the efforts of training, studying of the students. However, so far there has been no a comprehensive study on the quality management of undergraduate education in institutes, people public security universities. Therefore, a research issue “the quality management of undergraduate education in institutes, people public security universities” is urgent and having a scientific value and practicality.
The Thesis has critically studied theoretical basis on the education quality management system to be applied in the education quality management in institutes, public security universities. Based on that, it contributes to developing theory on education management and quality education management at the undergraduate level in general and in public security branch in particular. To propose a proper education quality management system in institutes, public security universities. To build norms and standardize a process of education quality management and to propose a range of quality management resolutions with the following specific steps: to manage the quality of the whole process from a short-listing to selecting students into universities, educating in universities, to manage a process of internship outside universities, and to manage output products of the education and to manage students after graduation. At the same time to study a coordinating mechanism in education quality management from the Ministry to universities, schools, divisions and teachers and managerial officials in institutes, public security universities. The Thesis findings have solved the following critical issues:
- Has studied to clarify the critical issue on theoretical aspects relating to determination of the quality management system in institutes, people public security universities
- Has clarified characteristic issues and education practices, objectives of quality education and the requirement for the use of human recourse after education in public security branch and draw a proper quality man agent system
- Has studied and determined a range of quality management resolutions for undergraduate education in public security. The research resolutions have been approved by practices to ensure feasibility and correctness of the resolutions referred and possible applications in the quality education management in institutes, people public security universities.
12. Practical applicability:
The Thesis has a practical sense in improving the undergraduate education quality management system and contains resolutions to implement the system which contributes an important role in enhancing education quality in institutes, people public security universities
13. Further research directions:
Continue to study, implement quality management not only in institutes, universities, but also in public security colleges, and intermediate schools.
