11. Summary of thesis findings
After analyzing relevant materials and investigating universities systematically, the researcher got several findings as follow: 1. Sought out a new approach to the issue as a result of specific definitions adopted. 2. Built theoretical base for scientific research management at universities on the basis of Total Quality Management (TQM). 3. Set up a functional structure for scientific research management at universities based on TQM. 4. Evaluated the structure and procedure of present scientific research management, subject management, and the structure of managing staff at universities. 5. Suggested the managing structure and 4 strategies embedded specific tactics for quality management in terms of organizations, policies and managing staff development; Proposed the establishment of research centers at universities, the decentralized administration, financial renewals, procedure of approving a research’s title accompanied with its criteria for approval and assessments using quantitative methods, and plans to improve staff’s working skills,etc. so as to popularize the structure. 6. Witnessed early positive results from the experimental application at Vietnam National University with 3 strategies in terms of assessments using quantitative methods, financial proposals and cadre training, along with professional expertise about the significance and possibility of the measures, consequently, widespread applications at other universities is reasonable. 7. The research findings have shown that adopting the model of scientific research management in accordance with TQM approach is appropriate, and it helps improve the university’s position in general and the scientific research quality in particular.
12. Applications:
After finishing, the study’s findings serve to expand the model of scientific research management on the basis of TQM at Vietnamese universities and colleges. The research significantly contributes to renovate Vietnamese higher education management primarily and comprehensively as revealed in national policy.
13. Suggestion for further studies
Other researcher may study about applying TQM into the management of training, cadre, finance and so on in general university system.
