11. Summary of the new findings of the Thesis: Scientific conclusion on the theoretical basis of the state management on higher education. The thesis analyzes and illustrates the inadequacies of the state management on higher education and recommends the solutions for improvement of the state management capability upon higher education, such as: Perfecting the legal system for higher education, consolidating the state management apparatus for higher education; proposing the decentralized administration of higher education and recommending some norms for evaluation of the effectiveness of state management on higher education. It also suggests the issue of a Governmental Decree assigning the self-control and self-determination to higher education facilities; recommends the establishment of the Ministry of Higher Education - Science and Technology by merging the relevant departments of the Ministry of Education and Training into the Ministry of Science and Technology; and proposes the decentralized administration of higher education.
12. Practical applicability: The thesis can be used for reference, research to serve the state management on higher education and at the same time, the recommendations, solutions and conclusions in the thesis can be used to continue perfecting the Education Law, drafting the Higher Education Law in the cause of global integration trend.
