11. Summary of the new findings of the thesis:
- The thesis provides the conception of law on supervision activities of People's Committees, in which all elements, from the right to supervision of People's Committees, procedures for carrying out supervision to the post supervision treatment are clearly specified
- The thesis defines the subject to carry out supervision, object and scope of supervision; this is a key point, with some difference from the provisions of the current law. And by this definition, the system of law on supervision by People's Committees has been formed in a fairly concrete manner, with concentration, the right to supervision links with the duties, powers of People's Committees within the State machinery system.
- The thesis points out shortcomings in the system of law on supervision, from stipulations in the Constitution to that in the Law on Organization of People's Councils and People's Committees, as well as inadequacies in the specific regulations on supervision activities of People's Committees in the Law on Organization of People's Councils and People's Committees.
- From the inadequacies above, the thesis proposes solutions for improving the system of law on supervision activities of People's Committees, suggestions, petitions for amending norms of supervision by People's Committees in the Constitution and building Law on Supervision Activities of People's Committees.
