11. Summary of new findings of the thesis

The thesis has clarified and provided intensive knowledge on legal arguments on position-specific public services  in the development of the rule-by-law socialist state of Vietnam. The thesis has proposed some scientific concepts and scientific conclusions to complete theory and provides bases for setup and execution of legal system on position-specific public services.

The thesis has evaluated existing conditions of legal system on position-specific public services (state administrative agencies) in Vietnam. It analyzes and explains existing provisions of law, application thereof, as well as their pros and cons and necessary improvements.

This thesis presents the guidelines and solutions to improve legal matters on position-specific public services in the development of the rule-by-law socialist state of Vietnam in compliance with international practices. It proposes a number of solutions to resolve existing limitations in the system on position-specific public services.

12. Practical applicability

Research results of this thesis serves as a significant reference material for further research on the system on position-specific public services and the application of legal matters on public services in the development of the rule-by-law socialist state of Vietnam under existing context, meanwhile it also is the teaching and learning references used  in the training institutes of legal and administrative experts.

13. Further research directions

This thesis can further support legal research on position-specific public services and serves as rationale for building the civil servants, improving law on position-specific public services, building a professional and regular civil servants meeting development demand of the rule-by-law socialist state of Vietnam, performing administrative reform, integration and opening in Vietnam’s current context.
