11. Summary of the new findings:
1. In terms of theoretical aspects: The dissertation
- Systematize the concepts and definitions about financial management at higher education institutions to serve as the foundation for the research and to be used for implementation.
- Clarify the financial reality of higher education institutions; analyze the requirements for innovating finance and financial management at higher education institutions; decentralization and autonomy, self-responsibility for finance at higher education institutions; the specific features of financial management at higher education institutions; financial autonomy and responsibility; and financial management by fields.
- Identify the factors, which influence the financial management and the international experiences in managing finance at higher education institutions and the lessons for Vietnam.
2. In terms of practical aspects: The dissertation
- Systematize the policies of the State about financial management at higher education institutions (cause organizations) in Vietnam, especially the directions of finance at administrative cause organizations under the leadership of the Party.
- Conduct the survey, analysis and evaluation of the following contents: financial reality, financial organization and mechanism of education institutions at the Ho Chi Minh National Academy of Politics. Reality of implementing financial management functions at subordinate organizations of Ho Chi Minh National Academy of Politics, including the planning of financial resources; the implementation of financial plans; the coordination and supervision of financial plans; the examination and evaluation of the financial plan implementation; the general assessment of financial management at education institutions in the Ho Chi Minh National Academy of Politics.
- The author has piloted and validated one solution “Training the expertise and techniques for the financial managers and line managers at offices and faculties”. The implementation of the solution has brought about positive outcomes, proving the effectiveness of the process in order to be widely applied at education institutions in the Ho Chi Minh National Academy of Politics.
12. Possibility of application into reality
Realizing the solution “Training the expertise and techniques for the financial managers and line managers at offices and faculties”; therefore, increase the educational quality at education institutions in the Ho Chi Minh National Academy of Politics to meet the need for renovation.
13. Directions for further study: Study further into the complete financial autonomy in multiple dimensions.
