- The thesis specifies the factors affecting the process of leadership development of general education in the north of the Party (1954-1975), including the historical context; social and economic conditions; the status of general education before 1954 and set requirements

- The thesis presents a systematic point of view, the policy, the party line in the general education development in the North (1954-1975) also described, to clarify the process of directing the implementation in practice through two research phases: 1954-1964 and 1965-1975.

- Thesis making comparisons and differences in the interpretation of the policy guidelines set out, the shift in the direction of the Party in the development of school education in the North through phase 2 study (from 1954 to 1964, 1965-1975) in the period 1954-1975 and 1954-1975 periods comparable with previous periods.
