11. Summary of the new findings of the thesis:

The thesis has solved following basic contents:

- Having stated urgency of the thesis topic; purpose and tasks of the thesis; objects and scope of research; methodology and research methods; Scientific and practical significance of the thesis.

- Having stated and analyzed theoretical issues about administrative procedure reform in state-level administration of education-related matters such as concepts, contents, objectives, requirements, importance of administrative procedure reform in state-level administration of education-related matters; analyzed some factors affecting the administrative procedure reform in state-level administration of education-related matters in order to unify awareness in implementing administrative procedure reform over this field in education sector.

- Evaluated current situation of administrative procedure reform in state-level administration of education-related matters from 2008 to 2018. Pointed out shortcomings in administrative procedure reform, issuing normative documents for administrative procedures, etc.

- Proposed solutions to improve the efficiency of administrative procedure reform in state-level administration of education-related matters, including:

+ Strengthening direction and implementation of administrative procedure reform of Ministry of Education and Training for agencies and units;

+ Renovating and raising capacity of civil servants and employees in Education sector in the implementation of administrative procedures;

+ Improving and enhancing responsibilities of state-level management agencies in education in coordinating formulation and promulgation of legal documents on administrative procedures;

+ Stepping up the implementation of one-stop-shop access in handling administrative procedures; the construction and supply of online public services at levels 3 and 4;

+ Promoting the application of information technology and communication in handling administrative procedures;

+ Continue to review, amend, supplement, simplify, substantially reduce administrative procedures in state management of education;

+ Strengthening the inspection and control of the implementation of administrative procedures in state-level administration of education-related matters.

12. Practical applicability, if any: There is good reference for the administrative procedure reform in state-level administration of education-related matters in Vietnam in current period.
