- Systematizing the resources for researches on transportation, and the leadership assurance for transportation of Hai Phong City Party Committee in the years 1965 - 1968 and 1972.

- Clarify characteristics and impacts from the natural, socio-economic conditions of Hai Phong to transport assurance and the important strategic position of the city in the US war plan as well as in the people’s war of Hai Phong.

- Analyzing, interpreting and clarifying development steps, changes in guidelines and direction of the transport assurance of Hai Phong City Party Committee in the two destructive wars of American (1965 - 1968 and 1972).
