11. Summary of the new findings of the thesis: 

The thesis is the first  piece of research approaching from the perspective of international relations (theory and practice) to fully identify Vietnam - Laos cooperation in cadre training (2001-2015), providing a specific perspective on cooperation in education, training and human resource development between the two countries, thereby helping to have a more comprehensive understanding of the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.       

The thesis has systematized and analyzed more clearly the theoretical and practical foundations of cadre training cooperation between Vietnam and Laos, the viewpoints, guidelines of the two parties and two states for cooperation in training Lao cadres; consider cadre training as the core issue in order to maintain and strengthen the special solidarity between the two countries for the sake of peace, cooperation, development and prosperity.

On the basis of analyzing the current situation of training cooperation between Vietnam and Laos (2001-2015), the thesis makes objective and complete assessments of achievements, limitations and causes to a clearer identification of this important area of cooperation.

The thesis results confirm: In order to carry out the long-term strategic international task, it is necessary to have the coordination of the ministries, branches, functional agencies of the two countries, as well as the efforts of trained Lao cadres. From the practice of cooperation in cadre training in the period 2001-2015, the thesis suggests possible solutions and recommendations, in order to strengthen cooperation in cadre training, especially leadership and management cadre training for the party and state of Lao People's Democratic Republic in the near future.

12. Practical applicability, if any: 

The practice of cooperation in training and fostering cadres between the two countries Vietnam - Laos has clearly indicated the strategic significance of international cooperation in general, the two neighboring countries in particular, and is also one of the main contents of international relations nowadays.

The research results of the thesis with specific solutions confirm more clearly the importance of cooperation in training cadres for Laos. This is also a special task for the ministries, branches, and localities of Vietnam in the past, now and future. The thesis is a useful reference in the research and teaching of international cooperation relations in general and Vietnam - Laos in particular in order to contribute to preserving, cultivating and deepening the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.

From a bilateral perspective: The thesis shows more clearly that cooperation in cadre training is an effective way to help train policy makers, leaders and managers at all levels for Laos. They also are friendship ambassadors contributing to spreading and strengthening the special affection between the people of the two countries, in order to carry out the tasks of cooperation between Vietnam and Laos in all fields. Training cadres for Laos is playing important role in the context of globalization, international integration and the 4.0 revolution. This is also an opportunity for generations, especially young cadres, to be more aware of and uphold the spirit of self-control in order to implement strategies and tasks for the development of Vietnam and Laos, contributing to strengthening the special solidarity of the two countries in the new conditions.

From a multilateral perspective: Cooperation in training fhuman resources in general and cadres in particular of the two countries also contributes to building a cohesive and responsive ASEAN Community, in the context of major countries increasing their cooperation with Southeast Asia, thereby contributing to the consolidation of peace, stability, friendship, cooperation and development in the region and the world.

- Cooperation in human resource development between Vietnam and Laos in the period of 2021-2025.

- Cooperation in cadre training between the Ho Chi Minh National Academy of Politics and the Lao National Academy of Politics in the period of 2021-2030.
