11. Summary of the new findings of the thesis:

- The thesis studies comprehensively and systematically the Vietnamese and foreign research works on the state compensation liability;

- The thesis gives some theoretical issues as: concept, nature, characteristics of the state compensation liability and its role in the middle of building The Vietnamese Socialist State of Law; the requirement of The Vietnamese Socialist State of Law to the state compensation liability institution;

- The thesis studies the forming and the development of laws on the state compensation liability institution; the quality of the current legal provisions as well as the implementation of law on the state compensation liability and find out not only the limitation but also other difficulties in respect of foundation of requirement of The Vietnamese Socialist State of Law, the protection for human rights, civil rights according to new provisions of The Constitution 2013;

- The thesis gives a sample of views, legal improvement solutions to ensure implementing the state compensation liability in the middle of building The Vietnamese Socialist State of Law.
