11. Summary of the new findings of the thesis:

The results of the theoretical study have generalized the management of training equipments in military technical universities in accordance with quality, clarifying the following issues: Building plans for managing training equipments; building process of maintaining quality; running the process of maintaining quality; evaluating and improving the process of maintaining quality; having habit of maintaining quality.

The results of practical study have contributed to clarify the current situation of the management of training equipments at military technical universities. To be specific, training equipments play an important role in improving teaching results in military universitites. However, there has been limitation to the task of supplying traininig equipments in particular and management of training equiptments in general. Besides, the process of ensuring quality in carrying out the task of supplying training equipments in particular and management of training equiptments in general has not been done well in some investigated universities.

The study has proposed a system of 5 synchronized-urgent-practical implications on how to effectively magage traininig equipments at military technical universities. They included: (1) building plans for the magagement of training equipments in accordance with the school’s development strategies; (2) builidng standards, critira and completing the process of mangement of training equipments; (3) carrying out internal and exteranl evaluation in managing training equipments; (4) Finish building organization for management of training equipments; (5) building culture of qualiy in managing training equipments. The solution of "building culture of qualiy in managing training equipments in military technical universities" have been tested. The testing contents focus on the compliance with regulations on managing training equipments and culture of quality in the following area: forming habbits of using samples and proofs on complying with standards and then building culture of quality in 2 training centers at Military Technical Unversity. The research results show that there has been improvement in the culture of quality in these two centers and this has been approved by the managing staff.
