11. Summary of the new findings of the thesis:

Systemize policies and solutions of the Party Committee of Hanoi in the process of implementing the task of development the commune-level laboratories in the communes, wards and townships from 2008 to 2015.

Objectively and scientifically assess the achievements and limitations in the performance of the tasks of the Hanoi Party Committee on the work of development commune-level laboratories in communes and wards in Hanoi capital from 2008 to 2008. 2015.

The result of the thesis contributes to the affirmation of the reality of Party organization (grassroots organizations, grassroots organizations) as the foundation of the Party, the political core of the Party at the grassroots

Drawing out some experiences of Hanoi Party Committee in the process of implementing the task of building grassroots party organizations from 2008 to 2015
