11. Summary of the new findings of the thesis:

Firstly, the thesis is a scientific research, contributing to the systematization of the views of the Vietnam Communist Party and the Thai Binh Party Committee on the leadership of building the grassroots political system.

Secondly, the thesis presents the guidelines of the Thai Binh Party Committee on the building of the grassroots political system and the process of directing the implementation of the Party's grassroots political system from 1997 to 2010.

Thirdly, the thesis evaluates the strengths and limitations of the Thai Binh Party's Party leadership in building the grassroots political system from 1997 to 2010.

Finally, the thesis draws on a number of experiences to contribute to building a more effective political system at the grassroots level.

12. Practical applicability, if any: The thesis can be used as a reference material for the Party in the process of building the political system at the grassroots level. The dissertation can be used as a reference for the local committees, authorities in the province to build the political system at the grassroots level.

13. Further research direction, if any: The Vietnamese Communist Party led the building of the grassroots political system in the renewal period.
