Attending the opening ceremony were Mr. Tô Quốc Tuấn (General Secretary of the Taiwan Working Committee), Mr. Hoàng Chí Bằng (Chairman of Taipei Economic -Culture Office in Hanoi), Ms. Trần Huệ Mỹ (Managing Director of Taiwan International Cooperation and Education Funds for Taiwan international cooperation and education), GS. Lâm Tư Linh (Rector of Văn Tảo Foreign Languages, Taiwan). On the part of VNU University of Social Sciences and Humanities side,Prof. Dr. Nguyễn Văn Khánh (Rector), Dr. Nguyễn Văn Kim (Vice Rector) and representatives of different units were present at the event. 

Speaking at the launching ceremony of the center, Rector Nguyễn Văn Khánh said that the trend  of vigorouscooperation and development both in width and depth between Vietnam and Taiwan in all fields is currently happening. Vietnam is a country in the ASEAN being prioritized by Taiwan to making investment. Taiwan ranks third in the number of partners in foreign direct investment in Vietnam.

On the basis of the officially signed cooperation document, VNU University of Social Sciences and Humanities and the ​​Van Tao University of Foreign Languages (Taiwan) decided to establish the Taiwan Education Center in Hanoi in the hope of promoting educational and language cooperation and cultural exchanges between Vietnam and Taiwan. This center will be a prestigious and good standing training address among the international education institutions in Vietnam.

Rector Lâm Tư Linh was also confident that the center will be the address to help promote the development of Chinese language education of Taiwan, promote friendship and cooperation between the two universities and between Vietnam - Taiwan.

The Taiwan Education Centre (TEC) is the research application and training supporting units, under VNU University of Social Sciences and Humanities. The Center operates under the standards of the Taiwanese Ministry of Education. The full programs and curricula used at the Center are undertaken by Văn Tảo University of Foreign Languages. 

The main function of the Center is to organize the Chinese language training programs, the Taiwan education exhibitions, to promote Taiwan study consulting, to organize The Test of Chinese as a Foreign Language (TOCFL), to conduct seminars anVietnam -Taiwan language-culture activities and to act as the clue to connect with Taiwanese universities, and look for the scholarship programs of the Taiwanese government to create opportunities for Vietnamese students to study abroad. 

Currently, there are 09 Taiwan university education and international cooperation centres in different countries. The TEC at VNU University of Social Sciences and Humanities is the second center in Vietnam.
