International-level policies and resources awaited
At the meeting, VNU-HCM President Vu Hai Quan said that according to the 2018 amended Law on Higher Education, national universities have high autonomy in training, scientific research, finance, international relation and administration. Up to now, the two national universities have operated under the same autonomy mechanism as other universities. He expected a separate decree to clarify the “special” degree of autonomy, organizational structure and other special mechanisms for the two national universities.
He proposed the government to direct ministries, agencies and localities to implement the proposal by VNU-HCM in the Draft Project "Developing VNU-HCM into an Asian leading higher education institution” and to assign VNU-HCM to verify and approve the detailed planning of the component projects under this university’s management.
VNU-HCM also proposed to detail the implementation of a number of articles of the Law on Emulation and Commendation, and to consider, supplement and clarify the regulations on emulation titles, emulation flags and certificates of merit at the national university level as well as the results of emulation and commendation at the national university level, that are recognized as equivalents to those at the ministerial and sector level as well as cumulatively considered for higher level rewards.
VNU President Le Quan said that he completely agreed with the recommendations of VNU-HCM President. He further remarked that due to the provisions of the Law on Higher Education and a number of other laws, the powers towards some professional, financial and resource issues of the two National universities were currently not yet specifically unique.
He hoped that the Government would issue a decree on National universities, creating policy mechanisms for them to build world-class universities.
Human resources development – the solution for the country’s fast and sustainable development
Deputy Prime Minister Tran Hong Ha said that over the past 30 years, the two national universities have had many achievements in training and scientific research. The two leading universities have affirmed their position in the country and on world prestigious rankings.
The Deputy Prime Minister said that he would submit the two national universities’ proposals to the Prime Minister for approval. For the time being, the government will issue a new decree on national universities this September.
Deputy Prime Minister Tran Hong Ha also emphasized that the country's science and technology development and digital transformation must rely on internal resources and the country's high-quality human resources in the current context. Therefore, the two national universities will be adequately invested to facilitate their training of human resources and implementation of national strategic research projects.
