11. Summary of the new findings of the thesis:

A. On the theoretical aspect

The thesis  has:

- Systematized some theoretical issues about the management of examination and evaluation of learning outcomes according to the competency approach on the basis of relatively determined the subject’s fundamental concepts;

- Proposed the competency framework of officers at undergraduate level in Military academies. Determined the organizing form of teaching on according to the competency approach in the Military academies, therefore determining the corresponding forms of examination and evaluation.

- Determined the fundamental contents, the characteristics of examination and evaluation, the management of examination and evaluation operations for the learning outcomes according to the competency approach; Clarified the roles of managing entities, coherently devolved the managing levels, from Academy level, Department level, Faculty level, to management unit level and service unit level. Besides, the author has clarified objective and subjective factors and affecting the management of these operations in Military academies.

B. On the practical aspect

The thesis has:

- Systematized legal documents such as guidelines, policies from the Party, the State, the Military and decisions, circulars, instructions from Department of Schools - General Staff, Ministry of National Defense, Ministry of Education and Training. That is the current state of operation in military academies.

- Analyzed and described necessary competencies of undergraduate level officers at some military academies.

- Analyzed, described, evaluated actual circumstances of examination and evaluation operations for the learning outcomes of officers at undergraduate level being trained; Actual circumstances of the management of examination and evaluation operations for the learning outcomes according to the competency approach; Actual circumstances of factors affecting the management of these operations; and provided the general evaluation.

- Proposed 07 solutions to manage the operations of examining and evaluating learning outcomes, including:

+ 1st solution: Raise awareness about the competency framework of officer students at undergraduate training program for education managing officials and lecturers.

+ 2nd solution: Develop the plan for examining and evaluating learning outcomes according to the competency approach for each subject.

+ 3rd solution: Organize the development for the bank of questions and answers according to the competency approach.

+ 4th solution: Organize training for each subject’s lecturer about the skills of examining and evaluating learning outcomes.

+ 5th solution: Organize sessions to improve in-depth knowledge and skills of examining and evaluating learning outcomes according to the competency approach for lecturing staffs and education managing officials.

+ 6th solution: Implement applications of information technology in examining and evaluating learning outcomes  for lecturing staffs and education managing officials.

+ 7th solution: Develop the procedure for organizing the examination and evaluation of learning outcomes according to the competency approach in Military academies.

- Experimented 01 solution: An intensive training of knowledge and skills in examination and evaluation of learning outcomes with the competency approach was organized for teaching staffs and education management personnels at the Vietnam Academy of Air Force - Air Defense Force. And the results were highly rated.

12. Possibilities of practical application: Based on the competency of officers at undergraduate level, the solutions may be applied to the training process of military academies and schools.                     

13. Further research directions: Evaluating the undergraduate training course with the competency approach at militaryacademies.
