11. Summary of the new findings of the Thesis

a) Theoretically:

(1) The thesis contributes to enriching the theoretical framework for research on the relationship between scientific research and training in general and linking scientific research with training through functional roles and activities. The research group's activities in universities in Vietnam include a number of basic issues such as: concepts of higher education institutions and universities; concept of scientific research and training activities; the concept of policy and policy framework linking scientific research with training in relation to the functional role of the university and the activities of research groups within the university; Concepts of research groups, organizational models of research groups and the role of research in universities.

(2) Based on research, the theoretical model of education is based on research with 3 basic elements: (i) Human resources factor; (ii) Factors related to budget or finance for scientific research; (iii) factors belonging to facilities and research environment. The thesis has developed and identified the main factors affecting the performance of research groups in universities including: human factors; about the group's research and cooperation orientation; about the research environment and facilities serving the research group's activities. These are the three main factors used by the thesis to develop specific criteria and a scale to evaluate the research team's activities, thereby serving as a basis for proposing policy solutions that link scientific research with training. created through the research group's activities on these three issues.

b) In practice:

(1) Contribute to the formation of a data system through surveys and assessments of the research team's practical activities (including scientific research activities of the research team leader and research team members who are lecturers, PhD students in higher education institutions and research group training activities through evaluating the role of the research group in supporting PhD training).

(2) Based on the assessment of the current policy situation and operational practices of NNC in higher education establishments in Vietnam, the thesis points out the limitations and inadequacies that need to be amended and supplemented in the policy. book; At the same time, the thesis has shown that the research group plays an important role in determining the quality and effectiveness of scientific research and training activities and serves as a model that effectively connects two basic tasks. of Higher Education Institutions.

(3) The thesis proposes a number of policy solutions in scientific research, training and policies on forming and developing research groups in higher education institutions to promote cohesion. Scientific research with current training in Vietnam.
