1. Objectives and tasks:
- Objectives: Establish science base for environmental protection planning and propose solutions to reduce pollution, improve environmental quality in some craft villages in Hatay.
- Tasks: (i) to establish basic argument on environmental protection planning in craft villages; (ii) to assess environmental situation and the affects from production activities to environmental happening in researching area. (iii) to forecast socio-economic development trend and environmental happenings in researching areas. (iv) to propose environmental protection planning and execution solutions.
2. Scope of research: researching areas focus on the administration boundary of metals processing craft village in Phung Xa, Thach That district and lacquer craft village in Duyen Thai, Thuong Tin district.
3. Researching opinion and methods: (1) Researching opinions: System opinion; territory opinion; multi-time approaching opinion; Sustainable development opinion.
(2) Researching methods: (i) Geographic method system: to collecting information, field survey, map, mathematics; (iii) analysis, collective and, statistic methods.
4. Main results and conclusion
· Major results: Evaluate and build up a map of environmental present condition in craft villages in 02 seasons: dry season and rainy season, scale: 1/5000; Forecast the socioeconomic developing trends and forecast load of toxic substances to craft villages’ environment up to 2020; Propose logic in terms of contents, process of environmental protection plannings for craft villages, apply trial on planning and building up the map of environmental protection planning for both Phung Xa and Duyen Thai craft villages.
· Main conclusions:
- Hatay is one of the place which has the largest number of craft villages in Red River Delta Area. During developing process, Hatay craft villages have revealed a lot of contradictions, in which the highlightest contracdiction is a balance between economics development and environment protection. The basic reason is idiopathy of production process, hand-made equipment, out of date technology, no waste treatment, low efficiency of using materials, fuels, small and narrow production layout, water supply and drainage system, degrading transportation system, limited ideology of environmental protection of residents and enterprises.
- Classify quality of environmental present conditon based on the Environmental Quality Index EQI (Environmental Quality Index) with range from 0 to 10. Calculation result is shown in two seasons and classified 04 classes of pollution: Heavy polluted areas having the weight < 3.5 are located mainly in civil boundary of Vinh Loc, Phung Xa; light polluted areas having the weight from 4-6 are places around Vinh Loc and Ha Thai villages; industrial planned areas, administration area of these villages are evaluated at average pollution level, areas which border with agricultural production are evaluated at low pollution level having the weight <7.
- Proceeding environmental protection planning in metal recycling Phung Xa village and lacquer Duyen Thai village in order to achieve environmental objectives in 03 main contents: gather production planning, dispersive production planning and tourism-services developing planning.
- Model of Environmental protection planning with contents and implementing procedures (06 steps) which have been researched typical in Phung Xa and Duyen Thai, can be applied for other craft villages.
The achievement of this dissertation has scientific and practical meaning in follows:
- The argument of environmental protection planning in craft villages’ process and content can be applied as an important solution to ensure economic development associates with pollution control and environmental quality improvement in craft villages.
- Benefit cost analysis method can be applied in researching economic and environment aspects in craft villages.
- Analysis results on situation and environmental protection planning in Phung Xa and Duyen Thai is considered as a useful document for environmental management and sustainable development in researched area.
