• 1. Clarifying the natural, economic, political, social and urban characters and changes of economic managing mechanism, urgent requirements, etc., which impact directly implementation of Hanoi’s urban planning toward modern tendency from 1991 to 2005.
• 2. Presenting the overview of Hanoi urban planning process from 1954 to 1990, in order to clarify the importance of the urban planning for building and developing of the Capital.
• 3. Analyzing and stating systematically Hanoi’s process of implementing the urban planning in three periods: 1991-1995; 1996-2000; 2001-2005, in order to clarify the changes according to the modern direction of Hanoi urban planning from 1991-2005.
• 4. Commenting on Hanoi urban planning process , stating generally the basic characters of Hanoi urban planning during 1991-2005; clarifying the achievements, disadvantages, and withdrawing the experiences to serve Hanoi urban planning currently.
