11. Summary of the newly found points of the thesis
1. It is fully reviewed the most basic and important theoretical issues of assessing management of learning results.
2. It is applied context of management science in the managing assessment of learning results at higher education level.
3. It is evaluated the current situation in the management of assessment of learning results in Viet Nam such as assessment procedure, management at national level, university level and the human recourse relating to the assessment activities.
4. It is proposed three groups of solutions with 9 subgroups of particular actions. It is included 1) Completion of policies of the management of assessment of learning results. They are establishing the legal bases for inovation of the management of assessment of learning results in universities and our system of education. 2) it is proposed the way to change totally the assessment environment in the higher education system from the recognition of all stockholders in assessment policy, budget for the assessing works, professional soul of staff members who are working in the field of inspection, testing and assessing to the whole assessment structure of institution.3) it is aimed to the inovation for the model of assessment management of learner’s results in the system of higher education. The goals are to move forward in quality in assessment and increasing the learner’s conveniences.
5. Surveys and experiments on the applicability and urgency of the solutions launched;
It is combined methods of surveys such as questionnaires, interviews, practical field trips and additional research in our study. Conclusion can be made that launched methods are applicable and necessary. Besides that by applications in Viet Nam National University of Ha Noi, its is shown that our model meets the requirement of the trends in development of the higher education system in Vietnam and also partially improved the testing and assessment activities and really helps leaner who are engaging in the testing and assessment procedure.
12. Practical applicability
Results studied can be used not only in universities but also in the whole our system of education to overcome the current weakness in the management of evaluating learning results and partially to improve the quality of human resources this is demanding from economic, social developments and also higher education itself. Thesis is an urgent contribution to give a hand in bringing the strategies of Our Party and Government on the radical and multisided renewal in Vietnam Education System.
13. Further Research Developments
            Thesis deeply studies in the management of assessment in learning results in the higher education by functioning approaches. Conclusion from the thesis can suggest the further studying on the assessment management of learning yields by procedure method.

Scientific research project

6. Can Thi Thanh Huong, Vuong Thi Phuong Thao(Coauthors), Studying on the renovation in organization of learning assessment at undergraduate level in VNU, Hanoi, VNU project. The project has been assessed and approved by VNU Assessment and Approval Committee in September, 2008.
