7. Official thesis title: Policy to Promote University - Industry Linkage in Vietnam in the Context of the Fourth Industrial Revolution

8. Major: Science and Technology Management              9. Code: 9340412.01

10. Supervisor: Prof. Dr. Nguyen Huu Duc

11. Summary of the new findings of the thesis:

- Synthesize, systematize, and classify forms, inhibitors and motivations of university-industry linkage (UIL) in four groups: human resources, knowledge-technology, finance, and society-community.

- Propose a model for UIL in Vietnam in the context of Industry Revolution 4.0 (IR 4.0) and the model of policy impacts on the motivations and inhibitors of the linkage.

- Analyze and evaluate the impacts of existing policies in Vietnam on the UIL through assessing these impacts on the motivations and inhibitors of the linkage.

- Analyze the impact of IR 4.0 on the forms of UIL as well as on the motivations of universities and industry.

- Synthesize and analyze international experiences regarding policy solutions to enhance UIL of some countries in the world including Russia, China, USA, UK, Malaysia and Singapore.

- Conduct questionnaire survey at 4 universities and 105 enterprises, and in-depth interviews with leaders of these universities to assess the current status of UIL in Vietnam; conduct regression analysis of the survey data to find the most influential motivations and inhibitors to the level of linkage. These are the targets that the policies need to focus on in order to effectively enhance the UIL in Vietnam.

- Propose policy solutions to promote the UIL in Vietnam in the context of IR 4.0. These solutions include government policies and policies of universities and businesses.

12. Practical applicability, if any:

-  A scientific basis for making policies to promote the UIL at all three levels of state, university and enterprise. The proposed policy solutions can be applied in practice at all levels to enhance the linkage.

- Modeling, systematization and classification of forms, motivations and inhibitors of UIL; model of policy impacts on the linkage in the context of IR 4.0 in Vietnam; quantitative analytical methods to find out the dependence of the degree of linkage on motivations and inhibitors can serve as a basis for further studies.

13. Further research directions, if any:

- Increase the number of universities, enterprises and respondents surveyed for more complete and accurate results when analyzing quantitatively.

- Improve the linkage model by taking into account other influencing factors on UIL beyond motivations and inhibitors (e.g. regional culture, type of business, business sector, enterprise size, in-depth research and comparison between domains, ...).
