11. Summary of the new findings of the thesis:

The thesis has made new theoretical contributions by providing a conceptual framework of provincial public governance for business activities of SMEs. The concepts of public governance, characteristics of public governance, local governance and aspects of local governance have been reviewed and clarified. The author has built a system of evaluation criteria, an analytical framework that contributes to the formation of a theoretical system to orientate the analysis of the current situation of the quality of public administration for business activities of SMEs in various aspects regarding the shared interest of stakeholders.

- The thesis assesses provincial public governance for business activities of SMEs in Vietnam based on the analysis of 4 contents: (1) the role of public governance in financial efficiency and technical efficiency of the enterprise; (2) the role of the quality of public administration with regard to the state’s benefit (by considering the obligations of SMEs to the state through tax payment); (3) the role of public administration in the interests of employees (through the role of public administration in wages and other benefits of employees); (4) the role of public governance in the interests of society and the community (environmental protection). To carry out the assessment to ensure systematic, logical and comprehensive, the author uses a method that combines both qualitative (in-depth interviews) and quantitative in which the qualitative method helps to identify the problem, on the basis of Theoretical methods to identify the shortcomings and results, and the quantitative method helps to assess the impact trend, thereby clarifying the problems identified by the qualitative method.

- The thesis has analyzed the current situation and pointed out the results of improving the quality of public administration for the State, society, employees and SMEs. A business environment with better governance quality will attract more businesses, thereby creating a greater demand for labor. The higher demand for labor pushes wages to a higher level.

- The findings of this thesis also suggest that the quality of governance at the provincial level shall be improved by simplifying administrative procedures with the aim of reducing costs for start-ups, easy access to land and security of the institution to business; provide transparent business-related information so that businesses can minimize informal costs and time requirements for bureaucratic procedures. Good governance ensures fair competition among businesses, provides effective business support, quality labor training, and efficient legal procedures for dispute resolution. All these measures will help improve the business competitive environment, create more jobs and improve incomes for workers. The study also shows that better corporate governance has a stronger effect on small and micro start-ups, private enterprises, and financially and technically efficient firms. higher art.

12. Practical applicability:

Based on the findings from the analysis of the situation along with the assessment of the context and combined with the viewpoint of the Party's line, the advantages and disadvantages of the influence of the quality of public governance have been determined with regard to business activities of SMEs. The author has given the views on the implementation of promoting the improvement of the quality of public administration and promoting efficiency for SMEs in the coming time, which are: (1) The state needs to reform strong administrative procedures and should only play a constructive role; (2) Strengthening and transparency of information, improving participation in supervision and contributing to improving the quality of public administration (3) Supporting enterprises to innovate. (4) Ensuring business rights, equality equal access to business resources of enterprises. (5) reduce business costs for enterprises. In addition, the study also proposes groups of general and specific solutions for local businesses to improve efficiency.

13. Further research directions:

However, the thesis still has some limitations and thereby opens up new research directions in association with the new context and requirements of public governance in Vietnam. For example, this study only studies the effect of provincial public governance quality on the business performance of small and medium-sized enterprises, but does not track the results of the whole enterprise. In addition, the research results are only valid during the research period. However, research is still needed to find out whether the quality of public governance has a real impact on business performance in a long-term process.
