The Brunei Dialogue – Transforming Universities on the Road to Research Excellence
The Brunei Dialogue – Transforming Universities on the Road to Research Excellence was organized at University of Brunei Darussalam on June 3-4, 2013 with the presence of leaders and educational experts from universities in European, Middle East, ASEAN and South Pacific regions.

Participants at the Dialogue discussed the issues presented in the introductory presentation of Dr. Jamil Samil – World Bank Lead Education Specialist, in which he investigated the specific cases of the Hong Kong University of Science and Technology, University of Malaya, University of Brunei Darussalam, and the University of South Pacific. Other special topics on governance of higher education, human resources development and research funding were also on the table of discussion, through which all delegates went to the agreement that the connotation of a research university of excellence would cover the general values of basic research level, technology development capacity, numbers of international publications and training of high level human resources, especially Doctor’s degree training. Although the models and approaches were diversified, a common solution for building a research university of excellence was reached, focusing on 3 major aspects of higher education autonomy, attracting talents and enhancing the potential of science and technology, in which the core issues would be attracting excellent scientists and students to work and study at the university, and increasing the numbers of publications. Universities could base on the university rankings to position and find their own ways of development.
This year’s Dialogue made a special focus on the case of Hong Kong University of Science and Technology, becoming a leading university in Asia after 20 years of formation, and University of Malaya, being ranked at 156th position in the QS University Rankings and experiencing a 10-fold increase in the numbers of ISI publications with 2,500 articles in 2012 in just 5 years time (2008-2012), thanks to the investment in the development of science and technology by the Government of Malaysia
At the Dialogue, VNU Vice President Nguyễn Hữu Đức and President of University of the Philippines, Prof. Alfredo E. Pascual introduced and exchanged about the governance of higher education for the two-level model of universities in Vietnam and the Philippines. VNU’s initiative of focusing the investment in majors and disciplines approaching the standards of a research university in order to quickly reach the standards of advanced research was also introduced and highly appreciated at the Dialogue.
